Advocate Maciej Obrębski comments on the Ministry of Development and Technology’s proposed package of changes to reduce housing prices.
The Ministry wants to free up agricultural land located within the administrative boundaries of cities. They will no longer be restricted by agricultural laws, in particular the Act on the Formation of the Agricultural System (ukur). According to the current state of the law, a person who is not a farmer can buy up to a maximum of one hectare of land in a city without being obliged to carry out agricultural activities on it. If the plot of land is larger, i.e. exceeds one hectare, there is such an obligation (unless the local zoning plan designates the property for non-agricultural purposes).
